Same exact thing happened in San Diego back in 2011. The cops just stood there watching them throw stuff.
But hey, nothing lasts forever, right? 🙂

I threw a flare—actually, two—and I was the only one taken in for throwing flares. When I asked the officer why none of you guys were arrested since you were the first ones tossing seven damn flares, he just said: "We weren't filming them" 😉 so much about being arrested 😉
