There it is, I finally finished it.

Basically, I’m currently stuck with a total toaster of a computer. I can run Battlefield: Bad Company 2, but Grand Theft Auto IV has to be on low-to-medium settings just to function. It’s nothing fancy, just some older titles, but the lag is starting to get under my skin. I’ve decided it’s time for a new PC, though I don't plan on building it myself from scratch. I need a bit of guidance here. Ideally, I want a setup that handles Battlefield 4 on High settings—I don't care much about shadows, so I'll keep those on Low (unless Ultra is doable, but High is fine by me). At a resolution of 1280x768, I really just want to stay above 50 fps, except maybe during heavy combat when the screen is choked with smoke and explosions. I’ve been digging through eBay, but extra eyes on this would be appreciated. I stumbled upon this:

The issue is that people on eBay aren't always transparent about the actual specs inside the box, and local marketplaces haven't been very helpful either. I don't need any peripherals. Can anyone send me some better links? My budget is roughly $1000
