How to set the boot flag on a USB drive?

I picked up a SanDisk Cruzer 16 GB to flash some Linux onto, but my BIOS won't even acknowledge the boot flag. It just skips right over the USB during startup. I already tried prepping the drive using diskpart in Windows
and even messed around with Disk Management in Linux, but no luck. I’m not looking for basic instructions on how to make a bootable USB or an external HDD—I already know how to do that, considering I have Linux running on my old stick.
