Every single association has to be registered with the appropriate commercial court. During registration, you have to submit the association's bylaws—which, among other things, must specify who sits on the governing bodies, like the president and the secretary.
From a purely legal standpoint, the formal founding assembly for the "Our Kansas City Chiefs" association could have been held anywhere; it could have been a private meeting with just a dozen people showing up to decide on a president, a secretary, and to finalize the bylaws.
P.S. The Republican Party was formed as a political party in much the exact same way. I’m only drawing that parallel because nobody ever questioned how that party was established.
