It took me only a few days to finally solve this issue. It wasn't exactly a bargain, either: the Microsoft wireless notebook Presenter Mouse.
The cost? A mere trifle.
So, here is the bottom line:
1. You can technically modify a standard mouse to be silent. You open the casing and apply tape to the spring mechanisms to dampen the vibration. It’s a clumsy, tedious process. A magnifying glass helps, too. There are some workarounds involving flipping the top shell, but that usually requires significant modification. You often end up having to cut or melt the plastic just to get everything to fit back together—not to mention risking "bricking" the contacts.
2. In other markets, brands like Thanko and JSCO offer silent mice (shout out to Taylor Campbell4). We all know how that goes.
3. Here in the States, I tracked down a Microsoft's presenter mouse, and it is completely silent. Bingo. Personally, I am satisfied. You truly don't hear that "click." My neighbors are certainly relieved, too.

Thanks for the suggestions. It's true, I'm not buying anything online just yet. But when I reach out to our local equipment suppliers, they look at me like I've lost my mind. It’s almost as if I’m asking them to give me ten laptops for free.
I'm going to do a bit more digging, then I'll find a well-known contact to handle the order for me. Once I have some solid info, I'll post the details here for anyone interested...

Back at it again.
I’ve taken my mouse apart. On the printed circuit board, right where the L and D keys sit, there are two—how should I put this?—switches. They have three solder joints each. Now, if I decide to pull those switches out, I’ll need to disassemble them too. I suspect they just contain standard tension springs inside. It reminds me of how Morse code works; you insert something, and suddenly that clicky sensation is gone.
And why is it that on a laptop, you can confirm a selection via the touchpad instead of an actual click? You just tap it and you're done. Clearly, there's a principle at play here that isn't purely mechanical.
Moving on. For Taylor Campbell4: I sent an email over to JSCO in Korea. I'm currently waiting to hear back regarding a potential local distributor.

I finally tracked down that silent mouse. Turns out it was made in South Korea. It actually puts out just 30-31 dB, whereas these standard ones can hit up to 48 dB.

I have a question regarding mice. I am looking to pick up a mouse that produces absolutely no noise when clicking the left or right buttons. Something silent. Ideally, just a tactile tap, if such a thing exists. I’ve been reading about Apple's Magic Mouse, but I haven't quite determined if it fits this description. Furthermore, is it even compatible with Windows?
