It could be a fungal infection. A friend of mine dealt with something similar—these little bumps popping up around her mouth—and when she saw her primary care physician, the doctor diagnosed it as fungus. They prescribed a cream, I believe it was Pfizer, and that cleared it right up. Honestly, I think your best bet is just to start by seeing a GP.
