Here is my process (I'll lay it all out for you, step by step...):
I hit the Quote button on the post; the quote box pops up; I highlight the specific snippet I want to tear into; then I click that little icon (you know, the one that looks like a comic book speech bubble...); that highlighted bit gets wrapped in those quote tags at the start and end; then I type my own commentary right after the closing tag; if I want to jump back in, I highlight another section, hit the icon again, and tack on more commentary
