You definitely have dry skin.
Take a chain (or a necklace) and tie it around your leg.
Try increasing the humidity by putting bowls of water on the radiator to evaporate.
(it shouldn't be synthetic under the rug, obviously).
Just put some clothes on. You could even go barefoot or naked (since this is just a home test).
Exercises, lasers, and electrical stimulation don't seem to be doing much.
