Traffic violation procedures

hey there,
I'm trying to wrap my head around these statutes of limitations but it's totally slipping through my fingers, so if anyone can bail me out, please do
basically, back on February 27, 2007, I got slapped with a misdemeanor citation, filed an appeal, and then on March 27, 2009, I received the ruling from the Supreme Court which was dated December 4, 2008.
Does that count as two years having passed or am I just tripping?
