Can't log in to my student portal

I think my husband is starting to suspect I’m sneaking onto the DMV website because every single time I try to load the page, it just hangs and throws up this weird error message saying "THANK YOU FOR YOUR SUBMISSION - please click if you..." instead of actually letting me in. Please, someone help me fix this! I’m definitely not the most tech-savvy person out there, so if you could walk me through this step-by-step in plain English, I’d really appreciate it. It’s just this one specific site that won't budge for me.
