I’m not entirely sure if this belongs here or over in the Apple section, but whatever.
So, I’ve got this older iPad running Android 4.2.2 (Point of View 1030s Mobile). I love using it to wind down with a movie before bed, but I keep running into this annoying issue where the audio and video aren't synced up.
Basically, the sound kicks in way ahead of the picture—it happens sporadically, too.
I also tried switching browsers, but on any other one, the movie just stutters like my connection is absolute garbage (even though my signal is maxed out and I'm getting 50mbps). Sometimes the player just shows static with a green line running along the bottom.

I’m guessing it’s just because of the ancient Android version and all that, but I’d really love to find a fix since I still use this thing on the go and don't exactly want to drop cash on a new one.

It might just be a video codec issue.

Try installing an H.265 codec and finding a player that actually supports it. Everyone’s been encoding in it lately because it’s way more advanced, but unfortunately, it isn't compatible with H.264, which is where the headaches start. I'm dealing with the exact same thing on my Apple. Or maybe check if there's a POV update for a newer version of iOS.
