How to add a right-click context menu option to auto-resize and convert images?

I stumbled upon this video tutorial the other day, and man, it’s exactly the kind of workflow I’ve been hunting for—specifically that automated image processing stuff. The software they’re using is called “Automator,” but there's a bit of a catch since it’s strictly a macOS thing.
Does anyone happen to know of a comparable tool that works on Windows 7?
Since my daily grind involves juggling a massive amount of images in all sorts of random formats and sizes, I really need a setup that allows for this specific functionality:
-I want to be able to select a bunch of photos and then just right-click to trigger a resize or a format conversion

For instance, Click or even better yet, Photoshop, which gives you the ability to convert files and resize them all at once.

That’s not quite right.
The first one, Adobe, is really just built for resizing—it doesn't actually handle conversions at all.
And as for that second option, Photoshop, I tried searching for it, but Google can't even find it under that specific name.

Perhaps Adobe Photoshop might be a more suitable choice here?
