Video playback issues on Windows 8.1 Pro

Hey everyone. I’m running into a bit of a headache with video playback—I use VLC Media Player to watch movies, but the video keeps stuttering and cutting out on me. Here are my specs: the chip is an ATI RV370, the DAC is from ATI Technologies Inc., the model shows up as Microsoft Basic Display adapter, BIOS is V380, and I've got 256MB RAM. Interestingly, this issue only happens on my desktop; I tried the exact same video file on another laptop and everything runs perfectly fine. Does anyone have a fix for this? Thanks in advance! Man, 256MB RAM is cutting it pretty thin if you're trying to play back video
how much memory does that other laptop actually have?

It’s still showing 256MB RAM, but I noticed something weird... on the one where everything seems fine, the system memory is listed at 64MB, whereas on the desktop unit, the system memory shows up as 0—I have no idea if it's just failing to read the chipset properly. I tried to run an update, but it tells me I'm already running the latest version of the chipset drivers... so I went over to the HP site to try and grab the driver package again, typed in my hardware IDs, and it gave me the same old line—that I already have it installed. Hmmm...

What kind of processor are you running on that machine that keeps glitching out?
