Are you talking about the Off-Topic subforum? This specific rule is part of the History section's internal PDF guidelines, so it only applies there. I'm not really familiar with how the Off-Topic moderators handle these kinds of threads, so I can't say for sure. You might want to check their own rules regarding starting new topics to see if they have something similar.
