Why is the PDF on 'California autonomy' locked?

I would appreciate an explanation from the moderators regarding why this PDF was closed so arbitrarily.
Does "free speech" truly bother someone this much?
Furthermore, deleting a post simply because it held value for another user is unacceptable. This approach is entirely unjustified.

Because even after eighty posts were wiped, people still didn't get the hint that they were drifting way off topic. Then they went and added another eighty posts of the same thing. I have no intention of keeping a thread open just to let it turn into a conversation about something else entirely.
