Trolling and off-topic derailment in politics

Every single thread discussing life in Middle Eastern countries or protests in places like Iran and Egypt gets hijacked. It always turns into a mindless obsession with Israel and Jewish people.

The moderators ignore reports for reasons I can't quite fathom.

The real question is: is off-topic posting and trolling actually allowed here? And if so, what are the rules?

For instance:

It seems we are experiencing quite a surge in activity lately, much like a sudden rush hour on the I-95; unfortunately, there simply aren't enough moderators patrolling the politics section 😁
to manage the influx.
