The real issue is that on the religion board (and probably politics too, if you ask me), everyone is playing this massive game of report-spamming. People feel like they have to do it because everyone else is doing it, and since the mods can't possibly keep up with everything, they just react to the reports instead of actually digging into the discussions. They don't have enough quality people with enough free time to do it better.
