You’re only permitted to use it if it follows an unstressed version of the verb "to be," or if it's preceded by a word ending in that "-je" sound. I remember an English teacher once telling me that was the case, but I also know we live in a country where every author seems to write their own grammar rules and people have endless, heated debates over what sounds more "American." As for making up new words? I won't even dignify that with a response.
