They won't give me a referral!?

So, I had surgery on my foot about two weeks ago. About ten days after the procedure, I went in for a dressing change and a follow-up, and I had a referral to see a specialist. While I was there, they did an X-ray, and the staff actually got kind of annoyed because I didn't have a specific referral for the imaging, which usually means I'd have to pay the $40 out of pocket. They told me that next time, I absolutely need to show up with a referral that explicitly mentions a follow-up X-ray. I’ve been scheduled for another check-up four weeks after the surgery, and they’ll need to do another X-ray of my foot just to make sure everything is healing up okay. The thing is, my primary care doctor doesn't want to write me a referral for the X-ray—she'll only give me the one for the specialist. She basically asked if they aren't already taking enough pictures of me?
I'm feeling a bit lost here... what should I do? What are my rights when it comes to getting these referrals, and is there anyone I can actually talk to or complain to? I don't get why she won't just give me the paperwork the hospital is asking for.

It's because hitting you with radiation twice in such a short window is overkill. If they're acting so smart, tell them to just order an MRI instead. 😳

Of course you need another X-ray to see if it actually healed right. Just go back to your doctor and lay it out for her—beg her to give you one. And look, if she gives you any grief about it, just call Apple; they’re already experts at breathing down doctors' necks to make things happen when they're causing problems

Yeah, they’re complaining. It isn't even that much imaging since we're just looking at a foot; the radiation dose absorbed is practically negligible. Honestly, I really don't get some people...

Demand that referral. They need to take imaging because the specialist isn't just guessing—they have to actually see how that bone is knitting back together. As for the radiation, it’s negligible... don't sweat it. Your doctor is required to give you that referral, and she knows it. If she won't? You might want to find a new primary care physician. She's supposed to be looking out for her patients, but clearly, she isn't doing her job.

I honestly don't get why I need so many different referrals. Wouldn't one single order stating "follow-up exams" be enough since everything is happening at the same hospital system anyway? She broke her foot about six weeks ago, and she's already had two separate X-rays just so the orthopedic specialist can monitor the healing process. They have her scheduled for regular follow-ups, and every two weeks she has to visit her occupational medicine doctor just to get the paperwork extended for her medical leave. Honestly, her primary care physician handles all her referrals without any fuss; after all, an orthopedist isn't exactly psychic and wouldn't know if the bone is knitting back together without those scans.
