How do I restore my Google account?

So, sometimes when my PC crashes or shuts down, Google actually lets me hit that restore button and everything comes back—but other times? Total bust. It just won't work. Why is it so hit-or-miss? Is there some kind of secret workaround to get all my windows back if I click "restore" and nothing happens? Like, can I force it?

Oh, and while we're on the subject—how do I fix this annoying issue where my computer randomly starts crawling like a snail for no reason?

The Restore option usually pops up if the program didn't close properly—things like a sudden system crash or an unexpected shutdown...
