Why isn't this last gif classified as a moving aerodynamic device?

What an intense season we're having. It's another high-stakes, make-or-break race for Ferrari. I'm really pulling for them to take the win and keep the championship battle tight heading into the fall.

I’m rooting for Sebastian Vettel to pull it off.
Though, if you ask me, a real victory for Ferrari (IMHO) would be seeing Kimi finish ahead of Lewis Hamilton. That kind of result would actually prove the engine—or the whole package—is superior, which would significantly boost their title chances (even if Vettel doesn't take the top spot).
Otherwise, a win for Vettel with Hamilton in second just offers a tiny glimmer of hope; it isn't a real guarantee for the title. Any single mistake from any part of the team could tank their entire season. So far, Mercedes-Benz (Hamilton) hasn't been forgiving of mistakes.

I’m calling it now: we’re looking at a dead heat between Ferrari and Mercedes-Benz, regardless of how much of an edge Ferrari grabbed at Spa-Francorchamps.
Last year at this very spot, Mercedes-Benz absolutely tore into Ferrari.

Ferrari is definitely feeling the heat to deliver a win here...

Go ahead and run a poll asking if people would give up their assets to their favorite driver if they clinched the championship this year—if they don't vote yes, they definitely aren't serious.

Mercedes-Benz absolutely crushed Ferrari last year. If they beat them at Indianapolis, even by a tiny 0.001 margin, then our title chances are actually looking huge...

Though honestly, I think the field is pretty level. In the end, it probably won't even come down to driver errors or some stupid collision, but just reliability. We might clinch the title simply because the other guy blew an engine and took a penalty...

Basically, looking at the math, penalties for both Sebastian Vettel and Lewis Hamilton are inevitable. They’re both on their second engines and all those rear components... and we still have 8 races left.
Plus, Vettel is stuck with that ancient MGU-K that has to survive another 8 rounds.

We all know exactly who stands to gain from these bone-dry track conditions, and honestly, the strategy here is pretty straightforward. Let's get it!

I have a few questions because I haven't followed Formula 1 closely for very long and I'm still getting a handle on all the rules. I watched F1 back in my early years during the start of the 21st century, but I've missed quite a few rule changes since then. I’d be incredibly grateful if someone would take a moment to answer a few things.

1. Regarding these tires
How does the allocation work? Does every constructor get a set number of tires for the entire season, which they then distribute to their drivers for each race? Or is it something else?

2. A question about the engines.
So, is a single engine used for a specific number of races throughout the season? And if a driver switches to a new engine, do they have to start from the back of the grid?

3. If anyone has an American guide to the F1 rules, please send it over. English is fine, but having it in my native language would be much easier.

Anything other than another Ferrari masterclass—with them taking 1st Place and 2nd Place—would probably be a shock. I guess we'll see if Lewis Hamilton 3rd Place and Valtteri Bottas 4th Place holds up.
