Dell Latitude acting weird

So, here’s the deal... my laptop has been acting super weird lately. I used to have Windows 7 running on it, and everything seemed fine, but then this bizarre thing started happening. Like, whenever I open Chrome, Winamp, or pretty much any other app, they all run perfectly fine, but the second I try to minimize the window? Instead of just tucking it away, the system decides to pop it right back up in a brand-new window! Can you even believe that? It was driving me absolutely nuts. I figured, hey, maybe it’s just an old OS issue, so I decided to go ahead and upgrade to Windows 8.1 since I was planning on switching things up anyway. I thought, "Okay, surely the new OS will fix this glitch," but nope—it’s still messing with my head. It actually worked totally normal for like two days, and then suddenly, out of nowhere, it’s back to being super glitchy again. Does anyone have any clue what could be causing this kind of headache?

If you haven't already, just try hitting Win+A to see if you accidentally toggled on tablet mode; it might be hiding things from you.

Not much to report... I tried reinstalling the drivers, but it works for a few minutes before everything goes right back to being broken... honestly, ever since I switched over to macOS, my computer has been acting totally possessed, randomly toggling Caps Lock and Num Lock on its own, and then when I actually try to turn them on myself, they just won't budge
