ASRock 970 Pro3 R2.0
Keyboard: ZALMAN ZM-K400G

I just realized my mouse is acting up too.

It wasn't doing this before. I actually had my motherboard sent in for repair recently, and they swapped it out for the exact same new model about a month and a half ago. I'm wondering if there's a connection—maybe a specific jumper setting or something similar I read about on a forum?

Does anyone have an idea what might be causing this?

That’s totally standard; they ship boards from the factory with that jumper set exactly like that (5VSB jumper). On my rig, the mouse and keyboard stay lit up even when the PC is powered down, and I haven't touched the jumper settings at all. If it really bugs you, though, you can check the manual and tweak it if you want.

K. Ty. I'll dig through the manual and see what I can find...

The manual I have only mentions the CMOS jumper. I've checked the motherboard itself, too, but I don't see any other jumpers besides the one for CMOS.
There's probably an option for this somewhere in the BIOS...

It’s basically just there so you can boot the rig using your keyboard while the PC is powered down, I don't see why that's even bothering you... honestly, I think it's actually pretty cool 😁

but hey, if it's driving you nuts, you can just kill the setting in the BIOS... look for a "wake up keyboard" option or something similar, though it really depends on which motherboard you're running

If you mean the keyboard light isn't staying on constantly, it usually just flashes for a second when it boots up. Besides, I can't even get into the BIOS using my USB keyboard—I have to use the PS2 port, so trying to power the PC on via the keyboard won't help me anyway.
I'll take another look through the BIOS settings to see if there's an option like that...
I'm not sure if this has always happened, but I noticed that even when the computer is completely shut down, if I plug my phone into a USB port, it still starts charging.

Just go into your BIOS and enable USB Legacy support, then your keyboard should work fine all the time.
for example:

I mean, I don't really want it running if it's just wasting electricity for no reason.

Wasting power? 🐔
Man, my rig pulls maybe 3 watts when it's shut down, which is basically nothing over an entire year. $1.75

If you're really that worried about it, just go into the BIOS and kill the USB legacy support and the USB wake up settings...
you should be able to see what else is in there, including that APP charger option in the UEFI

you can also check out what else is tucked away in the APP Charger settings within the UEFI

I noticed my keyboard lights up whenever I turn off the TV in the same room as my PC.

Got it fixed. South Bridge Configuration --> on / OFF Play --> Disabled.
