The only thing I can really suggest is to plug that NVIDIA card into a different computer—just to see if macOS actually boots up on that machine. If it doesn't, then you'll know exactly where the issue lies...

Have you tried booting up the PC with a different monitor? You could also try moving that NVIDIA card into another computer to see how it performs there. Just to be safe, double-check all your connections—it's possible the card isn't seated properly, which might be preventing it from getting the power it needs!

I see this is an older GPU model, so you likely picked it up used? I hope you weren't getting too reckless with it... Just to be safe, try plugging it into a different PC

So, I noticed there’s one screw missing out of the four on my NVIDIA

Sure, if the NVIDIA isn't seated properly it might overheat, but I guess you'll still need to run the PC for a bit to let it warm up first

So, the NVIDIA card runs quiet for a few seconds, shows the boot screen, and then... nothing. Suddenly the fans start spinning like crazy and the signal just cuts out completely.

Alright folks, problem solved. I finally tracked down the screw that was actually holding the NVIDIA in place, and now the card is up and running... You can lock 🙂

Man, my GPU is acting up again... The fans are just spinning at absolute max speed and I'm getting zero signal on the monitor. When I boot the thing up, I hear the usual BIOS beep and everything seems to load fine—I even hear the macOS startup sound. I guess... would a reball actually fix this?

Maybe try booting into Safe Mode? If you actually get a picture there, just uninstall those drivers for your 6770 card. Give the computer a quick restart, then head over to the manufacturer's site—AMD—to grab the latest drivers and see if that fixes things.
EDIT: My bad, I'm still a little hungover from last night—how am I supposed to suggest Safe Mode if you aren't even getting a signal when you power on? 🙂 Basically, try plugging the graphics card into another PC. If you still don't get an image, then it’s looking like there might be something wrong with the card itself.
