I am looking to put together a PC build specifically for $1500 gaming purposes. Please keep in mind that my budget needs to account for a monitor as well.

Not that it matters much, but doing it via card just makes the process smoother and ends up being more cost-effective overall.

I guess it might actually be a better move to go with the NVIDIA GeForce GTX 650 ti instead; even though it's technically a bit weaker, it comes with that Arctic cooling setup which I assume would guarantee quieter operation and lower temps overall.

It’s not using that same cooler you find on those loud NVIDIA GeForce GTX series cards—so honestly, I'd say it's better suited for a beefier 260X.
