Yeah, it's a mess, especially for the smaller groups. I don't see how small crews are supposed to light anything when they're playing away at Miami. First, they frisk you until you're naked; if you're lucky, you won't leave with a broken finger 🙂 . It's damn near impossible to get in. Even if you somehow pull it off, the cops are breathing down your neck—you've got some jerk filming everything on camera, plus the guards and the police blocking your way. Sure, you might manage to light something, but you know damn well you're getting a year-long ban. The fine isn't even the worst part; it adds up, but who gives a damn when you can't watch your own team for a whole year? It's just as insane back home. If someone sets off a flare, the cops basically decide ahead of time who's going to take the fall for it. So, you're standing there thinking about lighting a flare, knowing your buddy is gonna end up with a fine and a ban just because of you, even if he had nothing to do with it. You wouldn't believe it if you didn't see it, but it's the truth. Before the game even starts, they call someone over and tell them, "You're the one responsible if any flares go off." They don't even need proof. A cop's word always beats a fan's...
