Red circular spots on my face – what could they be?

So, I’m dealing with an issue regarding my 9-year-old.
While he was recovering from a sore throat, these tiny circular spots appeared on one side of his face. They look a bit like the marks left behind after a mosquito bite, but there wasn't any actual acne, roughness, itching, or burning on the skin itself.
At first, I figured maybe it was just from a high fever, or perhaps a reaction to the antibiotics, but even a month after he fully recovered, the spots haven't faded. In fact, the affected area seems to have spread slightly.
Our pediatrician prescribed some Geocortex, which we used for five days, but nothing changed.
A dermatologist mentioned she hadn't seen anything quite like this before, especially since it's strictly limited to one side of his face and doesn't show up anywhere else on his body.
We were given a cream to soothe the redness and told to use cold compresses.
It’s been three weeks of following that regimen, and there’s still no change.
The spots don't seem to cause him any physical discomfort, but they really do look unsightly, and he's already starting to feel self-conscious about leaving the house.

Has anyone dealt with something similar, or maybe heard anything about this kind of thing?

Since I'd like to get a second opinion, could anyone recommend a good dermatologist?

I’d suggest checking out a private dermatologist—but specifically one that takes Medicare over at the Trnje Community Health Center.

The woman is honestly fantastic.

It could be hives... maybe an allergic reaction to some medication they were given... can you describe those spots a bit more clearly? Like, does it look more like a rash, or are they raised above the skin level?

No—the surface feels smooth, it doesn't itch or burn, and it hasn't happened before...
under a magnifying glass, nothing shows up on the surface—no pimples or scaling—so it's just these red, round spots...
