If you're looking to pick up Intel now that they aren't the absolute best value and can't compete on price with AMD, just go to a shop and have them build an Intel rig for you. You asked for advice, and the reality is that comparing a 7nm Ryzen 5 3600 to a 14nm i5 10600k isn't even a fair fight technologically. There was a time when AMD was considered too hot and was lagging way behind Intel, but today they lead in almost everything except single-core gaming, period.

What Adam Moore3 put together is solid. That i7 10700 is genuinely a better bet than an unlocked 10600K, and it won't cost you much more than a Ryzen 3700x.

It’s honestly wild to even consider the 10600K when isn't planning on overclocking anyway. And if they do decide to OC, once you factor in the cost of a Z490 motherboard and a beefy enough cooler to handle the heat, you’re basically looking at the price of an 10700 (if not more). Since the OP is going to be doing a ton of multitasking, those extra cores and threads are going to serve them way better than just squeezing out a higher clock speed on a 10600K.

Exactly.

BTW, I'm pretty sure the RAM on a B460 paired with an i7 10700 is going to be capped at 2933 MHz.

Yeah, it will. That's actually why I didn't even bother pushing it to 3200MHz; it'll survive just fine without those 67 lost MHz 😉
