Itchy groin – what's the fix?

I’ve been dealing with an itch on my right groin for about a month now. It’s right where the waistband of underwear would sit, though I mostly just wear boxers. The itching was accompanied by some redness, but after using some hydrocortisone cream for a few days, the itch subsided and the redness cleared up. Now there's a new issue: a patch about 4x3 cm has developed several hard bumps under the skin. No heads, no nothing... just feels like those deep, painful blemishes you get on your face before they actually surface.

Anyone have any idea what this might be?

YOU'RE LEAVING HAIR EVERYWHERE!!! Seriously, just stop shaving. Just trim the groin area and call it a day. And quit scratching.
