Whatever, screw the GIFs—they're just symbols, I guess. If explicit content is really the issue, then fine, okay. But honestly? I highly doubt that's actually the problem.
I mean, just look at those dead threads being dragged back to life just so a tiny group of people can hang out and talk in circles—along with the moderator, too.
They really need to grow a pair and start cleaning up this trash.

rustydrifter10, leave the GIFs alone for now and focus on the actual issues. All this GIF business feels like people are just trying to look busy while the real problems get swept under the rug. That's not good. The forum chat room doesn't even need moderation because users police themselves, and Google can't see that PDF anyway.
Also, find another moderator. This forum isn't some tiny little file that one beginner can manage on their own.
