It should be pretty obvious that I keep a little black book where I jot down everyone else's 🤣

Seriously, all of you can go jump in a lake! 😁 Now you've gone and forced me to look up the term hydromania, and sure enough, it exists and apparently means "an excessive love for water." Honestly though, I can't tell if that's actually what your neighbor is dealing with, or if he's just trying to drive up everyone's shared utility bill.
