How do people who only use Facebook on their phones or computers with adblockers even get targeted? 🙂

People using adblockers won't even see the ads anyway, so you aren't wasting your budget on them—plus, they aren't exactly your target demographic, right?
It's actually possible to target mobile users specifically, though it's not quite as "plug-and-play" as just setting up an ad.
Mastering Power Editor is the way to go.

Man, I haven't actually stumbled upon this "power editor" thing yet. Is it buried somewhere deep in the settings or what?

Yep, if you head over to the Ad Center, you'll find it listed on the left-hand side.
