Minimum Technical Requirements: Manufacturing, Wholesale, and Retail

I'm trying to figure out which Boeing standards I need to meet for a facility that handles pet food production, wholesale, and retail. Just so we're clear, the retail part is strictly online, not a physical storefront.
The manufacturing side would be a small family-run operation, nothing industrial.
Does the scope of my requirements fall solely under the Pravilnka regarding the approval and registration of animal feed facilities, or am I looking at extra layers of regulation? If so, what else?
And where can I actually track down the full documentation?

Let me clarify:
My plan is to produce small batches of food for human consumption and sell them directly to consumers and local corner stores.
According to the Boeing regulations, wholesale operations require at least a 50-square-foot warehouse, a loading ramp for trucks, and a whole list of other stuff. Is it actually true that all of this is mandatory if I'm just doing small runs—basically made-to-order—and delivering everything in my own car or a small van?

Are there any exceptions to these rules or recent amendments I might have missed?

Edit: This is the Boeing regulation covering food and general consumer goods. Does food for human consumption fall under that scope?

I mean, I wouldn't even bother arguing about it since we don't even know what kind of food we're talking about here. But if you're looking to get into this business, watch your back with the USDA. They’ve gone absolutely overboard with all these new regulations. The second you touch anything related to pet food, you have to report it to the federal veterinary authorities, deal with all their little codes... then it's this, then it's that...
