Our exterior stucco is crumbling into the yard

Hey everyone,
hope I’m in the right spot here, could really use some advice...πŸ™‚ if this is in the wrong sub, please move it...

So, we live right downtown in a house tucked behind an apartment building. We're basically just connected by a shared entryway, so we only pay for the hallway electricity and a cleaning lady who sweeps the stairs and our little courtyard. The yard is pretty much just ours.

The problem is, chunks of stucco are falling off the building directly above us. It wouldn't even be that big of a deal if a massive slab hadn't cracked off yesterdayβ€”it made this deafening crash and left the whole yard covered in dust. My first thought was just, thank God the dog wasn't out there.

Anyway, long story short, looking at the building now, there's another huge chunk just dangling there, waiting to happen. Since that last piece flew so far, we're terrified it's gonna smash right through our bedroom skylights.

So, what can we actually do? Is there any way to stop this, or if it actually destroys our windows, what are our rights? Can we actually sue them?

I know we can't force them to fix the exteriorβ€”that should've been handled ages ago and it's technically their responsibilityβ€”but what are we supposed to do? They clearly don't care because it isn't falling into *their* yard or hitting their front door. They aren't the ones living in fear of the roof caving in on them. Even the HOA rep basically brushed me off when I brought it up months ago when we first moved in, telling me it's totally normal for pieces to fall off all the time.

The building inspectors need to get out there, assess the damage to the facade, and force them to fix it.

Since a portion of it is still dangling there, I suppose it would be far more prudent to sever it immediately under controlled conditions while nobody is out in the yard or wandering about. You might want to attempt to reach an agreement with the residents of that apartment building first. If they refuse to cooperate, then well, I don't know, maybe try calling 911?
