Why are moderators allowed to insult users?

To be precise, I filed an abuse report properly, and since nothing happened, I’m filing a formal appeal:

First things first, go ahead and read through the registration rules. Check the second to last column in the very first post.

Technically speaking, the moderators don't have the tools to issue warnings to one another, so we'll need someone from upper management to step in and make a call on this...
Personally, I wouldn't bother handing out any penalties, considering he wasn't just saying things for the sake of it...

The truth remains the truth; once you finally accept that reality, everything becomes much clearer.

It isn’t necessarily a matter of intelligence, but rather a matter of choice—you choose to act foolishly. Given the circumstances described, the moderator reached a logical conclusion. Whether or not you personally interpret that conclusion as an insult is quite beside the point.
If you can somehow demonstrate that your actions were anything but foolish, perhaps then the moderator will offer an apology for being misled by your behavior.

One must maintain a certain level of decorum. In this instance, the moderator simply chose the most direct route to clarify the situation. I have no bias here, yet even the moderator lemonzoo surprised me with such a sound judgment.
