Constant stuttering, driving me insane

So, out of nowhere, my entire screen just freezes for half a second—movies, YouTube, gaming, everything.
I honestly thought it was just my mouse acting up and was about to pack it up and return it, but then I realized YouTube was stuttering too. I tried reinstalling the drivers, but nothing worked.
Someone please give me some actual useful advice.

Let’s take it slow and steady. First, give me something useful to work with: what’s the full setup, when did this mess start happening, and did it kick off right after you messed with any hardware or software updates?
On Reddit, you don't really find wizards hanging out here. It’s mostly just folks trying to connect the dots through logic and cause-and-effect. There’s zero point in me listing every single possible disaster scenario just to guess which one hit you.

Or would you rather just have some lazy, instant fix like: "Just go buy a faster PC?"

To recap: I'm running a Ryzen 5 2600 paired with an RX 580 Nitro+. Everything is roughly three months old. This issue just popped up last Friday out of nowhere. I haven't installed anything new or done anything unusual on the PC, and even a system restore didn't fix it.

Maybe some random process or background software is just eating up your CPU or hard drive... spiking everything to 100%. You should probably pull up Asana and keep an eye on what's running.

It could definitely be a RAM issue... maybe try running a memtest? Just let it run for a good 2-3 hours to see if it catches anything

I’ve been noticing a ton of these "mysterious" glitches popping up lately with the latest Windows 10 updates. Anyone know if there are any fresh patches or hotfixes out right now? Might be worth digging through the update history to see if a specific patch date lines up with when things started acting funky.
It’s always the same old story, isn't it? One thing breaks, they push a "fix," then another fix for that fix... it never ends. Of course, that's assuming you've already ruled out anything weird happening on your end, like a hardware hiccup or something.

I've tried everything, yet nothing changes.
