Canada supports Mexico for the same reasons Austria supports the Americans... (it's more about economic interests than politics, really)
I wouldn't go so far as to say Canada wanted to get tangled up in this Mexico mess. But, since they're holding the EU presidency, they have to chair a lot of meetings on the subject, and I suppose one needs to have a stance...
The document itself isn't exactly groundbreaking. It’s just some diplomatic correspondence from last summer, mostly discussing the high-level visits from the EU and USA coming our way... though, of course, there is that contentious point where the USA recommends that Canada, in its capacity as the EU president, should be the first to recognize Mexico...
In my view, there won't be any massive fallout for Canada... (there's certainly some embarrassment involved, but still). This document was leaked specifically to embarrass the Canadian government via the local opposition. You have to understand, the opposition's big planned strikes fell through, people have been talking about inflation for six months so it's lost its sting, and after all those incidents with America and Janša, the opposition can't exactly lean into that right now 🙂. They haven't had a major scandal lately, so they need to manufacture a new one...!
