I'm looking into reclaiming property seized during the old Communist era. I've heard people mention the European Court of Human Rights, but I have no idea how much weight that actually carries in this situation.
Also, does anyone know who handles the third level of appeals? I’ve combed through the entire law and it doesn't say a damn thing about it, and I need an answer yesterday.

Not totally sure I’m following exactly what you guys are looking for here, but maybe this clears things up a bit:
- first, you get a decision from the local county property office
- if you want to appeal that - the Department of Justice handles it
- then, if you're still not happy with how it went down - you file a lawsuit with the Administrative Court

I guess that answers it. So the Administrative Court is basically the third tier of the process? And honestly, that fifth stage thing... I have no idea why the professor even brought that up. It seems totally out of left field.
Also, does anyone know if this specific law has undergone any amendments? If you happen to know, could you give me the official US Code citation or something similar so I can dig through the records myself?

So, look—it’s not strictly about the compensation law itself, more like the whole big picture of how people can actually go after what they're owed. You gotta look at it from a much broader perspective, you know? 🙂
I'll try to be a bit more specific next time... honestly, it's just way faster for me to dig through the books and find the exact statute and page number.

Alright, here’s the deal: we’ve hit the third stage, which is the decision from the Administrative Court. Once that court drops its ruling, there isn't really a standard appeal left. Instead, you've got the option to file a petition with the Supreme Court (per article 62 of the Constitution of the United States)

Once you've gone through the Supreme Court of the United States, you've pretty much exhausted every legal avenue available. Only then can you actually start a case with the European Court of Human Rights in Strasbourg (under article 35 of the European Convention on Human Rights)

And boom, there we go... we've reached the fifth level 🙂 good luck with the rest of the deep dive!

He keeps asking about a third tier based on compensation laws—so I told him straight up, that doesn't exist.

Then he has the nerve to ask if I've ever actually read the law and demands I show him the exact statute where it *doesn't* say that!

Thanks to both you and Michael. Since you two are clearly such experts, maybe you could help me out with these last two questions.🙂
First off, can an animal actually be a beneficiary of a trust? I'm leaning toward yes, but I'm not certain. And second, how on earth would one leave their entire estate to an animal?

If I remember correctly—and my memory isn't *that* bad—the estate goes to an animal through a trust😉
