What kind of tanks are we talking about here? Could you clarify? I'm assuming you mean those 55-gallon drums used for transport. My car only holds about 12 gallons, so those would be way too big for me to manage.

It’s highly probable that capital would simply be squandered on some homegrown folly.
Perhaps they could organize a sort of photo safari for tourists... a way for them to observe how the local wildlife operates.
