Is it always worth gambling on the "reach" picks?

I've noticed that some of my favorite players were total busts in the eyes of the pundits when they were drafted. Sometimes the loudest critics are just missing the specific fit that makes a player work in a new system. Do you think rookie potential is usually overrated by fans?
