How to change language settings in Windows 10

Hey there!
Probably a stupid question, but I’ll be the first to admit I’m a complete idiot when it comes to this kind of stuff.
I’m working over in England right now and just got handed this new laptop running Windows 10 about a week ago.
Now, I was used to my old American keyboard layout, so I thought—in my infinite wisdom—that I could just flip the language settings to American and call it a day. Well, that was a half-baked plan because I only partially fixed the mess.
The characters are fine, and the punctuation works as expected, which is great, but the other two things are driving me absolutely insane. When I’m trying to crunch numbers in Excel, I’m stuck using a comma instead of a period or semicolon. On top of that, my F-keys have gone rogue—instead of doing what they’re actually supposed to do, they just toggle the volume, brightness, and all that other junk.
I honestly can't tell if this is some weird quirk with Windows 10, a specific issue with this laptop model, or just my own incompetence.
Does anyone have any clue how to fix this?

Does the laptop have an American keyboard layout? If so, then yeah, that’s standard... American keyboards have different placements for certain letters and symbols—like the colon or semicolon—compared to what you might be used to back home. Honestly, just get used to it. You can easily toggle between two different layouts in your settings; you'll see "ENG" or "US" on the taskbar at the bottom, and you can just click through them... Since the hardware is an American layout anyway, it’ll actually be easier if you just set the software to match.

The other way to go about it is to just buy an American-style external keyboard for your laptop.

Maybe try setting your regional settings to American, and you should also see an Fn key on the laptop that lets you toggle between the standard F1, F2, etc., functions and those hardware shortcuts.
