I was wondering who actually owns the phone lines inside an apartment building—specifically the wiring running from the main utility closet to the individual units?

I’m asking because I’ve run into a massive headache; apparently, there's an issue with the wiring and my internet is absolute garbage right now.
I’m currently with AT&T, so I called their support line. They sent a technician out, and after checking everything, they concluded that the connection is fine up to the building's distribution box and perfectly fine from my wall jack to my router. That means the fault lies somewhere in that middle ground between the building's hub and my apartment. The AT&T tech told me it’s outside his jurisdiction and that I need to report it to the HOA representative. Naturally, I called that guy, and he just insisted it’s a Verizon issue. Then I called Verizon, and they said they can't touch it until AT&T files a formal request. When I went back to AT&T, they claimed they have nothing to do with it since the wiring belongs to the building, suggesting the HOA should just hire an electrician and bill the repair to the association. I’ve been stuck in this endless loop all morning.😢
I honestly don't know who else to call at this point. Everyone keeps claiming it's someone else's problem and nobody seems to give a damn, so absolutely nothing is getting fixed.

The wiring and those junction boxes are typically considered common property owned by the building's residents, along with the internal installations, so you'll likely need to find a contractor and cover the cost yourself. However, you might want to try taking a harder stance with AT&T; perhaps tell them that they either need to resolve the connectivity issue or they can kiss your subscription goodbye.

I’m dealing with the exact same nightmare as Wolverine. How did everything wrap up for you? Did Exxon finally step up and fix the issue, or was it left entirely in the hands of the residents?
