Clones?

I’m looking for some clarity here—why wasn't there any further action taken against user loysyb in the soccer sub after I reported them? When they were banned, it clearly stated they were using a clone account under the name "Bayern Fan," which was registered right after the initial ban. To make matters worse, those problematic posts weren't even scrubbed until two days after my report. I’d appreciate an explanation, especially since I always take my own penalties without making a scene. Thanks.

Is it standard practice to apply different sets of rules just because someone happens to be a high-volume poster?
