Dealing with squamous blepharoconjunctivitis?

So, for about a year now, my little girl—she was only three at the time—has been dealing with these crusty flakes on her eyelashes and constant itching. After a few months of trying various antibiotic drops and taking her to a private ophthalmologist, she got diagnosed with squamous blepharoconjunctivitis. She was put on Tobrex drops and ointment along with some Maxitrol ointment. Everything went smoothly from last June until January, but then things took a turn. I tried to handle it myself by repeating the same treatment, but about a month ago, the symptoms came roaring back. I took her to see the eye doctor again, and they just prescribed the same thing minus the Maxitrol. We finished up the treatment eight days ago, and sure enough, I woke up this morning to see those flakes starting to form all over again. Yeah, the doctor basically told me that this has officially become a chronic condition...
Before I go dragging her back to the clinic... has anyone else dealt with something similar with their kids? And more importantly, what actually worked? Honestly, I’m just feeling so frustrated with the whole cycle. I know I should probably find a different specialist through our local health center, but the wait times there are absolutely ridiculous—we're talking three to five months! I simply can't—and won't—wait that long while she's suffering, so I end up looking for a third opinion elsewhere instead.
Is anyone else stuck in this endless loop of annoyance? And hey, moderators, if this isn't quite the right spot for this discussion, please feel free to move it.

I don't really have any advice to offer, I just wanted to mention that based on your description, I’m dealing with the exact same issue as your daughter (I'm 26 myself) and it’s been going on for years now... if I scratch the area where my eyelashes grow, this skin flaking starts happening, almost like dandruff. Actually, just a moment ago, I managed to "peel" off a fairly large chunk of that dry skin, which prompted me to see if there was anything documented about this online... so far, nothing.
