Help! Flag "coloring" issue?

Hey everyone, thanks for stepping up to help me out here... so, here's the deal:

We started up a youth forum here in the States, complete with our own seal and logo. Now we need to get a flag made—something on a thicker fabric—featuring the forum's emblem and some text underneath. I'm trying to figure out the best way to handle the coloring. Keep in mind this thing is going to be hanging outside, so it'll take a beating from the weather. No spray paints or cheap automotive coatings for this one...
A friend suggested maybe using some kind of heavy-duty primer or even exterior house paint?? Maybe some folks who make those big sports banners could weigh in on the best method. Honestly, any advice helps.

Why wouldn't spray paint work? I mean, graffiti holds up just fine against all sorts of crazy weather!🤣

Maybe they could try some sewing instead? They could grab different colored fabrics—just the same material—and stitch together a flag and a crest.
