How do I enable an extension?

Hey everyone,

I’ve got these audio recordings on my phone that just capture everything while the device is running. They show up looking like this:

What should I use to open these? I’ve been searching online and stumbled upon Dragon NaturallySpeaking and VLC Media Player, but nothing seems to work—maybe I didn't grab the right versions or something.
