Is there a specific program for this? If so, which one?

You’ve got a ton of different programs at your disposal. For instance, you've got Microsoft, Photoshop.

Sure, if you're looking for stuff like that, there are plenty of lightweight little apps—you know, things like Adobe Express, Canva, or even Adobe Lightroom...

I guess you could just find an online image hosting site, upload your photo, and set the dimensions to whatever you need for the avatar size.
Once you upload it, just download the resized version and you're pretty much done.

It’s way easier when you actually have a decent internet connection http://shrinkpictures.com/

I'm using ACDSee v3.0 as my image viewer—it actually doubles as an editor too.

Irfanview. It's this tiny, lightning-fast image viewer that can actually handle some basic editing too. Honestly, I use it for like 90% of my daily stuff—you know, just quick tasks like when I need to resize an image or crop something out—and then I only pull out Photoshop when things get seriously heavy or complicated.

I'm with you there—Irfanview is such a solid little tool

I use Irfanview myself, though I ended up doing the resizing through Photoshop.

Honestly, just do it online—you upload it instantly and boom, you've got your avatar set up.

Look, you’re going to need some kind of photo editing software on your computer anyway, so you might as well just install Microsoft or Adobe Photoshop.
Honestly, resizing photos is incredibly straightforward once you have either of those programs.
