How do I resize an image?

Is there any software out there that can shrink an image's dimensions and file size at the same time? For example, I need to get it down to 200x150 while keeping the weight under 20kb.

If you've already got Microsoft Office installed on your machine, there's a pretty good chance you're also sitting on Windows Photo Viewer without even realizing it.👍 Honestly, it has just about every basic setting you’d ever need to get the job done. But hey, if you find yourself getting frustrated because it lacks that extra bit of polish, you might want to just bite the bullet and grab Photoshop.👍

Is it really that hard to just set the JPEG compression to roughly -70% on IrfanView—you know, see how it looks, then use that as your baseline? Once you have that, you can just run a batch process and call it a day. 🙂🙄 🙄 🙄 🙄
