Is this an STD?

I’ve got these bumps above my groin area. They look a lot like hives or maybe that irritation you get after shaving. I actually stopped shaving for a while because of it. I tried squeezing them, but it’s pretty painful and didn't really do anything. I'm wondering—could this be some kind of STD? Also, there are these small white bumps showing up on my scrotum.
