How long is this forum going to let users get away with their "favorite" tactic of making things personal?

Just reading some American spammer

I honestly don't get why this kind of behavior is even allowed on this forum. This guy just jumps on every single one of my posts—and anyone else who doesn't see things his way—even though I’ve been ignoring him for years now. Plus, he just loves throwing around insults and labels like they mean something.
I've tried reporting him a few times after he goes way too far by clicking that little flag icon, but it feels like a total waste of time. Nothing ever happens.

Look, I don't really care about the drama myself, but the moderator warned us that using titles or nicknames wouldn't be tolerated. So, if that rule isn't actually being enforced anymore, maybe I'll start having a little fun with it too. Not that I mind.
